Dung joined the Viet Cong as a student activist at Can Tho University in 1965. After the fall of Saigon, he worked his way up through the Communist Party's ranks, holding various positions such as the Secretary of the Provincial Party Committee of Binh Thuan and member of the Standing Committee of the Central Party Committee. In 2006, Dung was appointed Prime Minister by President Nguyen Minh Triet. Despite controversy surrounding his leadership, Dung remains a significant figure in modern Vietnamese politics.
